What are the points given for mass transportion and recycle center.

when game starts i change gov to anarchy and in 24h I can reach republic, next day democracy but its not much better... communism can be reached in 3-4 days and its not that good to go again to anarchy for 24h. coruption isnt a problem with republic and there is no need for war so communism has no purpose..
