Not Moveable Yet

I am getting a couple of error messages pretty consistently today.

 Whenever I try to move some of my units, such as a Tranport or Explorer, etc. I get the message "Not Moveable Yet".

 Also, I am getting an "Error Occured" message whenever I try to create a new city. 

I think what may be happening, is that the time movement function is not updating correctly.

Is the system having problems?
